Legal status of BISAP
BISAP is registered with NGO Affairs Bureau, Government of Bangladesh under Foreign Donation (Voluntary Activities) Regulation Rules, 1978 Vide Reg. No. FD -659 dated 22.10.1992.
Working strategy of BISAP
BISAP believes in process oriented development approach rather than task oriented for making the programme people oriented and leads towards sustainability. Accordingly, BISAP adopts both target group and community development approach in programme implementation. In working strategy of BISAP, it stresses on non-directive bottom-up and people’s participatory development approaches. In target group approach, BISAP first organizes the distressed and powerless people both men and women into homogeneous groups for their development. Secondly, it facilitates them in socio-economic empowerment and finally, it facilitates them with revolving micro-credit to undertake economic activities both for poverty alleviation and promoting women’s economic rights and control over resources through active involvement and participation.
Execution and management
BISAP adopts decentralized participatory management system in programme implementation. The General Body, the supreme authority of the organization consists of 29 members. A 7-member Executive Committee is elected biennially out of General Body for policy making and programme execution. All the policies of Executive Committee are implemented by the modest programme staff headed by the Chief Executive who is responsible for overall programme implementation and management. The Chief Executive is the Ex-officio member-secretary of the Executive Committee. In addition, there is a 5 member Advisory Committee consisting of development experts who used to advise the Executive Committee from time to time to undertake appropriate policies and guidelines for significant program achievement.
Staff strength of BISAP
At present, total full-time staff strength of BISAP stands 52, where 27 are female and the rest 25 are male. Apart from it, there are 10 volunteers who are rendering their services in programme implementation. It is noted that, all the staffs are committed to work with the people and trained up properly for efficient programme implementation. Staff are engaged in working with the people and trained up properly for efficient programme implementation.
Financial control and management
For transparency of Accounts, BISAP deposits its Programme Grants in the Bank Account, which is operated by joint signatory. Standard Accounting and Book Keeping system are followed at the time of maintaining the accounts. Vouchers and records are maintained properly for verification and audit. The Books and Accounts are audited annually by Chartered Accountants Firm for improving the financial control and management system.
Geographical Coverage of Programme
Presently BISAP is working in greater Chittagong including Chittagong Hill tract. The working Area of BISAP spread from Chittagong to other regions of Bangladesh like Cox’s Bazar, Laxmipur, Rajshahi, Rangpur, Nilphamari and Dinajpur district.
